Recognizing that new image compression techniques provide only marginal improvement in pure rate-distortion performance, JPEG 2000 was designed to offer new features. One of the goals of the JPEG 2000 image compression standard is to allow random access of portions of an image at user specified resolutions. The JPEG 2000 codestream provides pointers to various portions of the compressed data, and for a locally stored file it is possible to read exactly the data required to decode a region of the image. However, because use of these pointers requires reading several different portions of the codestream. a network application would require multiple round trips to determine the appropriate coded data. Transport of Reversible and Unreversible Embedded Wavelets (TRUEW) is a system for the delivery of portions of compressed JPEG 2000 files over a network.
